google webmaster工具能查到网站过去被惩罚的记录吗？

有个网站用inurl:xxxxxx.com搜索不在首页，应该是被惩罚了，如果在google webmaster工具中加入该网站，能看到过去被惩罚的记录吗？还是只能查看加入之后网站出现的问题？
